Website of the Care Standards Tribunal which was established under the Protection of Children Act 1999. This tribunal considers appeals relating to decisions regarding the suitability of individuals to work with children, the registration of care homes, children's homes and adoption and fostering agencies and the registration of childminders and day care providers. The site provides links to the regulations under which the CST operates and to legislation under which appeals may be brought. There is guidance to the appeals process and complaints procedure given in PDF format and appeal application forms can be downloaded from the site. Published decisions of the CST can be viewed in full along with a list of forthcoming appeal hearings. From November 2008 the CST will form part of the Health, Education and Social Care Chamber of the First-tier Tribunal.

The above Act of May 2001 (2001 ch.18) of the United Kingdom Parliament, implementing the policy of the Government and the National Assembly for Wales, was passed following the publication of the Waterhouse Report, "Lost in care" in February 2000, and the ensuing concern about the welfare of young people in the care of statutory bodies. The principal aim of the Commissioner appointed by this Act is to safeguard and promote the rights and welfare of children in the care of bodies such as children's homes, fostering services, and similar bodies. Special attention is to be paid to the monitoring of complaints, to addressing the concerns of "whistle-blowers", and the provision of information and advice. These are the explanatory notes.
