Act On The Autonomy Of Åland

Unofficial English translation of the Act on the Autonomy of Åland, published on the website of the legislative Assembly of the Åland Islands. Åland lies in the entrance to the Gulf of Bothnia between Finland and Sweden and has historically been of great strategic importance. This strongly influenced its achievement of a neutralised and demilitarized autonomy in 1922, when the Act of Autonomy first came into force. The Act was completely revised in 1951 and 1993 and is available here as last amended on July 12 1996. Although it is not equivalent to a constitution, it is described as "constitutional in nature". It comprises an introduction and 11 chapters, which address issues such as the right of domicile in Åland, the Legislative Assembly and government of Åland, authority of the state, language provisions, financial management, international treaties, and matters relating to the European Union (EU). The Act is freely accessible in HTML and the main site of Åland's Legislative Assembly (Åland Lagting) offers extensive background information about the Act and the legislative process it established.
